For the most part I concur with the goal of this paper. However there is one aspect that is being kept from the present practice that seems to be contrary to the spirit of this proposed change.
This change is making the honorary title of "Bishop Emeritus" a decision of the Board of Administration rather than an automatic function of a bishop retiring. In looking up the usual practice of granting Emeritus status, there does seem to be two different methods: automatic and meritorious service. If we are going to make the granting of this title based on meritorious service, with which I agree, then I would suggest that we also remove the six year requirement. In some cases a person may serve for two or four years with great merit to the church and then move on, at the call of God, to other ministry. In those situations, when the person has served meritoriously, we should allow the BOA to grant such status without an arbitrary requirement of length of service.
